煤矿集体产权下的村庄精英治理——基于山西X村的个案研究

摘　　要：文章采用实证研究方法,从集体产权的视角分析煤矿资源型村庄的治理。文章认为,"保护型经纪"的村治精英与健全的民主制度相结合,保证了集体产权的制度安排,规范了集体成员在集体煤矿的经营、收益、处置等方面的参与行为,确保了集体对资源的控制权与收益权,从而获得了村庄的有效治理。With empirical research method,and from the perspective of collective property right,this paper analyses the governance of coalmine-resource-based village,maintaining the combination of 'protective agent' village elite and a sound democratic system has ensured the system arrangement of collective property right,normalized the participating behavior of collective members in the management,income,and disposal of the collective coalmines,and guaranteed the collective control over resources and income rights,thus obtained the effective governance of the village.
