摘　　要：透明化和开放性是政府达到良好行政管理的首要条件,文章探讨了在正当行政程序和法治理念下的政府管理透明化的理论基础,阐述了在良好行政理念下政府与公民社会审慎思辨式的协商民主关系,分析了我国行政机关在行政管理活动中透明化取向中的缺失并提出完善的步骤和方案。The paper investigates that the transparency and openness are the first important elements towards the good administration in executive management in modern society.And moreover,it discusses the foundation of the transparency in administration against the due process and fair procedure as well as the ideology of the rule of law.Furthermore,the new type of relationship between the government and the citizens is explored under the good administration.Finally the paper analyzes the deficiency of transparency in the proceedings of administration in China and provides the stages and programs to make it more reasonable and more appropriate.
