清代以降四川水利纷争中集团行为的考察——基于绵竹、什邡二县水利纷争的个案研究

摘　　要：历史上四川绵竹县与什邡县的水利纷争延续了两个多世纪,其间纷争的主要矛盾因分水原则的变化也发生转移,而在整个水利纷争过程中朱、李、火三堰的地区本位主义、省府处理纷争的策略、县府对本县堰民的袒护以及地方恶势力的介入等因素使得两县的水利纷争变得更加复杂。最终,只有县府主导,打破相关利益集团间的界限并调整不公平的分水原则才能有效解决水利纷争。如果一味地维护不合理的旧制以求稳定,表面上似乎息事宁人求得一方安定,但始终未找到矛盾纷争的症结所在,久而久之,将使得矛盾更加复杂化。社会积淀的矛盾与问题,只能在不断的利益调节中逐步解决,政府应当不断地调整政策,平衡利益,主导不同的利益群体在新的共同体中得到有效的满足。In history,the water disputes between Mianzhu and Shifang counties in Sichuan continued for more than two centuries,whose principal contradiction varied with the change of watershed principle.During the entire water disputes process,some factors such as the regional parochialism concerning the Li's,Zhu's and the Huoshao weirs,the strategy the provincial government took to deal with the disputes,the shield the county government provided for the local people and the intervention by the local evil forces made the disputes more complex.Ultimately,the water conservancy disputes could only be effectively solved by breaking down the boundaries between the interest groups and adjusting the unfair watershed principle under the guidance of the county governments.If the old unreasonable system was blindly maintained for social stability,it seemed to have patched up quarrels and reconciled the parties concerned for a while;however,from a long run,there would be more complicated contradictions because the crux of contradiction causing such disputes still existed.Social contradictions and problems left in history can only be solved step by step through the continuous regulation of interest,in which the government should constantly adjust policy,balance the interests and manage different interest groups to meet their satisfaction in the new community.
