摘　　要：《关于报刊编辑部体制改革的实施办法》的实施,高校学报管理体制改革将有步骤地进行。文章在论证高校学报改革的目标模式——企业化、集团化、专业化必要性的基础上,提出了高校学报改革目标模式下的提升编辑力的途径:除了要提高高校学报编辑适应市场的能力外,还必须提高高校学报编辑适应集团化经营方式转变的能力和编辑的专业化、学者化能力。The implementation of " the newspaper editorial department system reform measures ", Journal management system reform of colleges and universities will be carried out step by step. Based on illustrating the objective model of the reform of college journal - based on the enterprises and groups, professional, to put forward the way of enhancing capability of editing under the target and mode of journal reform in colleges and universities: in addition to improving college journal editors' ability to adapt to the market, must raise of editors of university journals to collectivize management pattern and the professional ability and scholar ability to edit.
