核电设备国产化中的标准体系建设问题

摘　　要：法国核电标准体系包括法令法规、基本安全导则(RFS)、RCC系列技术标准及技术文件。RCC标准覆盖了整个核电厂的设计和建造。基本上是一个封闭式标准体系。秦山核电二期工程采用的设计和建造标准是RCC系列标准,其核岛机械设备的设计和建造规则是RCC-M。我国核电主管部门应该深入研究核电国产化过程中核电标准的相关问题,清楚地了解我国核电标准体系现状;根据ASMEB&PVC和RCC系列标准及我国核电建设的实践,开展编制严谨好操作的国际先进的我国核电技术系列标准工作;根据经验反馈、技术进步、法规修改、安全部门要求等适时进行修改。French nuclear power standard system includes the French nuclear laws, principal safety guides, RCC serial standard and technical documents. The RCC serial standard reachs on the design and construction of nuclear power plants, and is principally a closed standard system. The RCC serial standard have been used the design and construction of Qinshan phase-Ⅱ, the RCC-M have been used the mechanical components of nuclear island. It is suggested that the Chinese nuclear power governing body research the problems relating nuclear power standard during the localization in China, the present condition of the Chinese nuclear power standards, and begin to develop the Chinese nuclear power standard based on the ASME B & PVC, RCC serial standard and Chinese practical experienced in nuclear power engineering. Chi-nese nuclear power standard should be the strict, well applicable and advanced in the world, and should be continuously updated according to the accumulated operating experiences, technological progress and changes in regulatory requirement.
