对我国公安情报信息体系构建的几点思考——英国国家情报模式启示

摘　　要：公安情报信息体系建设是一项整体性系统工程。我国公安情报信息体系建设应借鉴英国国家情报模式成功的做法,建立全国统一规范的情报信息工作模式,以整合情报信息资源、提高公安情报信息资源共享水平;建立健全信息警务管理机制,提升信息化环境下的警务工作效能;按照情报信息流程整合公安情报信息机构,实现公安情报信息活动无缝循环、公安情报信息产品分层供给;加强对情报信息分析与研究专业人才的培养,促进我国公安情报信息专业化、现代化建设。The Public Security Intelligence System is a holistic systematic project.At present,our country should learn from the successful experiences of other countries like Britain and their National Intelligence Model in order to establish a nation-wide standard intelligence operating mode.In this paper,it is proposed to integrate intelligence resources to raise the sharing level of public security intelligence resources,establish and perfect policing information management mechanism to enhance the performance of police work in information environment,integrate public security intelligence agency according to intelligence process to achieve the seamless cycle of public security intelligence activities and the stratified supply of the public security intelligence products,and strengthen the training for intelligence professionals to promote the specialization and modernization of public security intelligence of China.
