脱嵌抑或嵌入:生态文明建设中的欠发达地区工业化——以浙江省丽水市为区域性案例

摘　　要：工业化从生态文明建设中脱嵌是我国经济社会发展过程中面临的一个严峻问题。即使在经济发达省份,欠发达地区工业化与全省生态文明建设两者之间的矛盾和冲突,恰好是在经济发展方式转变以及可持续发展中掣肘的部分。通过对浙江省丽水市的分析,本文指出,必须在全省层面,建立科学、可行的制度和政策体系,从制度安排和评价体系上引导欠发达地区优化工业化战略,推动欠发达地区自觉把工业化嵌入生态文明建设的整体框架。The dis-embedding of industrialization from ecological civilization construction is a key problem which is confronted by China in the process of economic and social development. Even in developed provinces, the contradictions and conflicts between the industrialization of underdeveloped areas and the ecological civilization construction of whole province are the handicap of the transformation of economic development and the sustainable development. Through the analysis of Lishui in Zhejiang province, this article indicated that it is academically and strategically important that the provincial government needs to establish a scientific and feasible institution and policy hierarchy to guide the industrialization of underdeveloped area from the perspectives of institution and assessment, and to promote the underdeveloped areas to embed the industrialization into the whole framework of the ecological civilization construction.
