摘  要:针对长输管道事故应急决策指挥体系,综合应用系统科学的理论知识,结合ECOM模型对应急决策控制过程的特点进行全面的分析。在科学分析的基础上,从应急决策指挥体系组织结构与应急行动策划流程两个方面,对长输管道事故应急决策控制过程实现优化,实现了科学合理的组织结构以及高效、迅捷的决策过程,从而提高整个应急响应系统的应急水平。Aimed at accident emergency command decision-making system of long-distant pipeline,the essay synthetically applies the system science theory to comprehensively analyze the characteristics of the control process about emergency decision,combined with the ECOM model.On the basis of the scientific analysis,the optimization of the control process about long-distant pipeline accident emergency decision is realized in two aspects,the emergency command decision-making system structure and emergency action planning process,and the scientific and reasonable organizational structure is achieved,as well as the efficient and rapid decision-making process,so that the emergency level of the emergency response system can be improved.
