经济转型时期广东省安全生产监管现状及发展模式研究

摘　　要：为了提高安全生产监管水平,从监管体制和运行机制两个方面建立监管新模式。以广东省为例,分析经济转型发展特点、经济发展与安全生产的关系,探讨当前安全生产监管所处的发展阶段和监管工作存在的问题及现状,提出改善安全监管效果的发展对策。研究表明,安全生产水平与经济发展特点息息相关,安全生产监管工作的发展建立在二者的发展现状之上;建立垂直型安全生产综合监管体制及长效运行机制是安全监管发展的趋势,有助于经济转型及安全生产稳定发展。In order to improve the level of work safety supervision,a new mode for supervision regime and operating mechanism should be set up.Taking Guangdong as an example,it is analyzed the characteristics of economic transition development and the relation between economic development and safety production and discussed the current stage of safety supervision development,status quo and problems existed,as well as the development countermeasures for the improvement of safety supervision effect.The results show that work safety level is closely related to economic development characteristics and the development of work safety supervision is on the basis of their development status.The set up of the integrated vertical supervision regime and long-term operating mechanism is the trend of safety supervision development,helpful to the stable development of economic transition and work safety.
