河南省环境责任保险试点行业选取及其风险等级划分研究

摘　　要：借鉴相关省份环境责任险开展经验,结合河南省行业发展现状及发展趋势分析,选取煤化工行业作为河南省环境责任险的试点行业。从生产运行、环境、风险管理、人员、事故应急5个方面构建河南省煤化工行业环境风险等级划分的指标体系,划分出5个风险等级,并提出了行业实施环境责任险的若干建议,为河南省环境责任险工作的开展提供科学依据。By drawing on environmental liability insurance development experiences of relevant provinces and combined with industry development status and development trend analysis of Henan Province,coal chemical industry is selected as the pilot of environmental liability insurance industry.Index system about environmental risk levels is constructed from five aspects such as production operation,environment,risk management,personnel,accident emergency.Five risk levels are divided and some recommendations about the implementation of environmental liability insurance are proposed.It provides a scientific basis for the environmental liability insurance work in Henan Province.
