石化企业环保合规性评价方法与应用

摘　　要：环保合规性评价是企业实施环境管理体系的重要工作,尽管企业定期开展,但仍缺乏成熟的方法。以环保法律法规及其他要求的解读工作为基础,以针对性的检查表为工具,结合企业实际情况,建立石化企业环保合规性评价方法。利用该方法对5家企业进行评价,结果表明:我国石化企业环保合规性处于临界风险范畴,周边环境与平面布局、建设项目和清洁生产3个要素处于高风险范畴,不合规行为主要表现为无法满足企业级环保管理的部分具体要求。Environmental compliance evaluation is important for environmental management system,yet it hasn't formed a mature method,despite of regular implementations carried out for years.By studying enterprises cases,the compliance evaluation method is established based on the identification and interpretation of laws,codes and other regulations,and the design of check table.5 enterprises are evaluated by this method,and the results show that they are in the critical level of risk,with factors about surrounding environment and layout,construction project,and cleaner production in high risk level.The incompliance mostly can't meet the requests of the enterprises rather than those from government.
