摘　　要：建设政府预算执行动态监控信息化平台,将完善我国控制型预算管理制度并为向绩效型预算管理制度转型奠定技术基础,其中,监控要素及其内涵确认、监控功能及其模块构成是平台构建的核心技术内容,而必要的体制安排与运营保障也将为未来全国统一平台建设提供有力支持。The construction of information platform to dynamically monitor the budget implementation will improve the controlled budget management system and lay the technological foundation for the transformation to the performance-based budget management system.The core technology includes monitoring elements and their definitions,monitoring functions and module composition.At the same time,system arrangement and operational security guarantee the unified construction of information platform throughout the country.
