开发CDM造林和再造林项目的预期就业效应分析——基于黑龙江省的研究

摘　　要：积极开展林业碳汇活动,增加森林覆盖率,对减缓气候变化和促进林区可持续发展具有重要意义,同时也是解决林区职工就业问题一个有利途径。运用投入产出法,根据黑龙江省国土资源厅2011年荒草地调查数据和国家林业局2008年发布的《防护林造林工程投资估算指标》所提供的数据,利用《中国统计年鉴》(2003～2009)和我国清洁发展机制碳汇项目成功案例"广西珠江流域治理再造林项目"所提供的数据,预测黑龙江省开发CDM造林和再造林项目引致的直接和间接就业量。通过研究表明如果黑龙江省开发CDM造林和再造林项目可以使得林区直接和间接就业量增加,并在一定程度上缓解林区职工就业困难问题。Launching forestry activities for carbon sequestration actively and enhancing the forest coverage rate is important for easing the change of the climate and improving the sustainable development of forestry region.Meanwhile,it is also a key way to resolve the current unemployment problem of the forestry region.According to the China Statistical Yearbook(2003-2009) and China's clean development mechanism carbon sequestration projects successful cases Facilitating Reforestation for Guangxi Watershed Management in Pearl River Basin Project,by the input-output analysis method,the shelter forest forestation engineering investment estimation index and the instruction of the National Bureau of Forestry,the direct and indirect employment chances generated from the Heilongjiang CDM Forestation and Reforestation are computed.The research reflects the total direct and indirect employment chances generated by the CDM forestation and reforestation are considerable,and these chances can actually improve the current unemployment problem of the forestry region.
