云南省野生动物造成人身伤害及财产损失的防范措施

摘　　要：云南是全国生物多样性最丰富、最集中的地区之一,素有"植物王国"、"动物王国"之美誉。随着国家、公民对野生动植物保护意识的增强、相关法律法规的制定与执行,以及自然保护区建设、天然林保护和退耕还林等重点林业生态建设工程的实施,野生动物种群、数量逐年增加。同时也出现了野生动物肇事造成人身伤害和群众财产损害的事件,已由过去的偶然、个别事件发展成具有一定普遍性的现象,人与野生动物矛盾日益突出。而补偿资金严重不足,成为国内国际社会关注的热点和焦点问题,也引起国家高度重视。文章通过对云南省典型地区的现状调查分析,提出了野生动物造成人身伤害及财产损失的防范措施及建议。Yunnan province is very rich in biodiversity,and is named as'Botanical Garden'and'Animal Kingdom'of China.Species and number of wild animals are increasing year by year,with the increase in public awareness to protect wild lives,formulation of related legislations and regulations,as well as implementation of important forest ecological projects as reserves construction,natural forest conservation and conversion of cultivated land into forest land etc.Meanwhile,events of personal injury and property loss caused by wild animals have become gradually popular,and contradict between human beings and wild animals are increasingly obvious.Serious lack of compensation capital has become the focus of domestic and international concern,and also has arose high attention of the country.Based on investigation and analysis of typical areas in Yunnan,this article proposes measures and suggestions to prevent personal injury and property loss caused by wild animals.
