摘  要:低碳城市评价指标体系的科学建立对于评价低碳城市建设水平,引导低碳城市科学发展具有重要意义,而目前尚缺少针对性和操作性好的低碳城市评价指标体系。在对城市复合系统、低碳城市发展特征、国内外已发布的相关指标进行分析的基础上,确定了低碳城市评价指标体系构建的原则与设计思路,同时结合区域能流分析指标,采用"压力-状态-响应"(PSR)模型建立低碳城市评价指标体系,指标体系重点选取国家已发布指标体系中的相关指标,使其更具操作性,同时提出了能流密度、二氧化碳排放弹性系数等指标,并依据国家已颁布的相关指标标准或国内先进城市的现状值确定了指标的参考标准值。相关研究成果可以为低碳城市绩效考核、发展规划、政府决策等提供参考。The establishment of the science of the low carbon city evaluation index system contains important significance in evaluating the level of low carbon city construction and guiding the scientific development of low carbon city.It still lacks a sat of evaluation index system of low carbon city which has favorable pertinence and good operability.The establishment of construction principle and design ideas of low carbon city index system based on the analysis of urban composite system,development characteristic of low carbon city and the related index that domestic and foreign has been released.At the same time,the low carbon city evaluation index system has been established by combining the regional energy flow analysis indicators and using'pressure state-response'(PSR) model.To make it more operational,the index system is the key selection the correct index that the state has published and puts forward the energy flow density,carbon dioxide emissions elastic and so on.Finally,according to related standards the state has promulgated or status values of national advanced cities to establish the reference standard value of the index.Allied studies results can provide reference for the performance appraisal of low carbon city,development programs,government policy.
