摘  要:一个国家低碳经济建设有赖于城市低碳目标的实现,目前中国低碳城市发展存在诸多问题,亟需制订系统长远的发展战略。在低碳城市发展历史回顾与现状调查分析基础上,绘制了中国低碳城市(省)分布图,归纳了代表性城市发展低碳城市的主要措施,并对中国发展低碳城市过程中存在的主要问题进行了分析;随后根据相关资料,对中国低碳城市发展中存在的优势(S)、劣势(W)、机遇(O)和挑战(T)进行SWOT分析,并应用SWOT矩阵组合分析提出了中国低碳城市发展的战略对策。最后在低碳城市发展回顾与SWOT矩阵分析基础上,设计了中国低碳城市发展战略,确定了低碳城市发展模式、发展战略路线与发展重点。研究结果可以为城市发展规划、政府决策等提供参考依据,引导低碳城市科学发展。A national low-carbon economic construction depends on the achievement of the city's low-carbon objectives.Currently,there are many deficiencies in the process of low-carbon development in China's cities,so it is urgently needed to make a systematic and long-term development strategies.On the basis of understanding low carbon city's previous and current situation,we map out the distribution pattern of low-carbon cities in China,summarize the main measures of the representative cities on the construction of low-carbon city,and analyzed the main problems in the process of the development of low-carbon city in China.Then according to relevant data,we analyzed the Strength(S),Weakness(W),Opportunity(O),Threat(T) in the process of the development of low-carbon cities in China,put forward relevant strategic advices about China's low carbon cities development by using the SWOT matrix combination analysis.Finally,on the basis of the low carbon cities development review and the SWOT matrix analysis,we design the low carbon development strategies in China's cities,identify the development patterns,strategic roadmap and development emphasizes.Research results can be used for providing reference to the city development planning and the government decision-making.These can lead low-carbon city into the road of scientific development.
