摘　　要：农业干旱脆弱性程度决定了干旱灾害的生成和强度,探讨农业干旱脆弱性到干旱灾害的演化机制对防旱抗旱具有非常重要的意义。文章首先从概念上辨析干旱脆弱性和干旱灾害,接着介绍农业旱灾系统的构成要素,在此基础上重点阐述从农业旱灾脆弱性到干旱灾害的演化机制,最后基于如何降低承灾体的脆弱性提出了几点政策建议。The degree of agricultural drought vulnerability determines the formation and strength of drought disaster.Discussing the evolution mechanism from agricultural drought vulnerability to drought disaster has a very important significance to drought-preventing and drought-resisting.The paper first distinguished the drought vulnerability and drought disasters from the concept;then introduced the composition elements of agricultural drought.Based on this,the paper focused on the evolution mechanism from agricultural drought vulnerability to drought disaster.Finally,the paper put forward several policy suggestions on how to reduce the vulnerability of disaster body.
