摘　　要：根据北戴河及相邻地区近岸海域环境污染的现状,针对综合整治工作中存在的问题与不足,提出应进一步加强海洋环境的基础研究,不断优化《秦皇岛市北戴河及相邻地区近岸海域环境综合整治工作方案》,用系统的思想构建区域联防联控体系,大幅提升海洋环境突发事件应急处置能力,建立改善环境质量的长效机制,构建海洋环保工作大格局,以确保综合整治工作取得实效。According to the current situation of Beidaihe and adjacent areas of environmental pollution of coastal waters,for the work of the comprehensive improvement of the existing problems and shortcomings,it should further strengthen the basic research of the marine environment,continuous optimization of Qinhuangdao City,Beidaihe and the adjacent coastal waters in integrated environmental management program of work,the idea of the system to build a regional joint prevention and control system,and significantly enhance the emergency disposal capacity of the marine environment,the establishment of long-term mechanism to improve the quality of the environment,building and marine environmental protection work pattern,to ensure the comprehensive management work to achieve tangible results.
