摘　　要：经济社会的高速发展,消防执法工作的日渐繁重,对我国消防行政程序法制建设提出了更高的要求。我国在消防程序法制建设中还存在一些瑕疵,比如程序公开程度不能适应公正执法的需要,消防行政程序中的一些瑕疵妨碍了行政效能的实现,消防监督执法人员程序意识不高,行政执法中违反程序的现象大量存在等。要完善我国消防行政程序法制,就要进一步完善程序公开制度,明确规定公民的知情权,完善消防执法结果公示制度,在实践中完善行政程序的有关规定,加强对消防监督执法人员的程序意识教育,强化法制审核,对违反程序的现象及时纠正,切实实行内部监督制约和责任制,规范行政执法行为,保证消防行政执法的顺利进行。Following the development of economic society,the enforcement work in fire control becomes more important,which brings more requirements in the building of fire administration procedure regulation.There are still some flaws in China's legal construction of the fire regulation,such as procedures not adapting to the openness of the needs in just law enforcement.There are some shortcomings in the fire administrative procedures,which prevented the realization of administrative efficiency,the personnel with less consciousness in fire supervision and law enforcement procedures.There exist the phenomena of breach of procedural law in the administration of law enforcement procedures.Therefore,it is important to improve the procedures for the open system in further,to stipulate citizens of the right to information,to improve public system of fire safety enforcement results.And it is necessary to improve the administrative procedures of the relevant regulations in implementation,to strengthen the training for supervision and law enforcement officers in awareness education program,to strengthen the regulation auditing,to recorrect the behavior that against the regulation procedure,and to carry on the inter-supervision and accountability and standardize administrative enforcement actions.Only in this way can the administrative law enforcement be guaranteed in fire control in a well development,in order to improve the administrative procedures regulation in fire control.
