摘　　要：从军用软件采办实际出发,给出了军用软件采办风险管理的定义、结构以及过程模型,在此基础上探讨了军用软件采办风险管理的流程模型和军用软件采办的寿命周期划分,并将军用软件采办风险管理流程与采办寿命周期过程相结合,描述了采办主体各方的风险管理活动。最后,构建了军用软件采办风险管理指标体系,并提出了分层负责的风险管理机制,对提高军用软件采办风险管理水平具有一定的推动作用。In allusion to the need of military software acquisition,the definition and the system structure of Military Software Acquisition Risk Management(MSARM) are presented,and a process model of MSARM is built.Then the lifecycle and the mission of military software acquisition are discussed,by integrating the flow with the procedure of MSARM,the risk management activities of the acquisition participators are described.Finally,a kind of risk management mechanism is presented which is based on the index system of MSARM.The paper proposes some effective promotion to the research of MSARM.
