摘　　要：社会安全事件是由人为因素引发的,对社会秩序和公共安全造成或者可能造成严重危害的,亟须采取应急处置措施的事件。与常态管理不同,在对社会安全事件的行政应急管理中,行政权力被以各种不同方式的集中而得以强化,行政机关的处置权和自由裁量权也将增多。行政机关通过行使行政紧急权,综合运用多种行政应急措施以控制和消除突发社会安全事件带来的危害。The social security incident is caused by human factors.It has caused or may cause serious damage to the social order and public safety.So we need to take emergency measures to handle it.It is different from normal management,in the administrative emergency management of social security incident,the administrative power is concentrated and reinforced in a variety of ways,and the administrative organ's disposal and discretion is also increased.The administrative organ uses the administrative exigency power,and it takes a variety of administrative emergency measures to control and eliminate the damage,which is integrated by social security incidents.
