摘　　要：政府职能的变迁影响到社会保障制度的发展。在政府职能以经济职能为主导的阶段,社会保障制度内容体系不断完善,经济目标突出,城乡二元社会保障制度特征明显。在政府职能以社会管理与公共服务职能为主导的阶段,社会保障制度目标表现出综合性的特点,社会保障制度结构体系不断完善。研究表明,当前中国社会保障制度的完善应该以有效整合结构体系为重点。The changes of government functions affected the development of social security system.When the function of economics was the dominant government function,the content system of social security system was improved,the economic goal was outstanding,and the characteristics of urban and rural social security system were obvious.When the function of social management and public service were the dominant government functions,the structural system of social security system was improved,and the comprehensive feature of the objective of social security system was outstanding.The researches show that the improvement of China's social security system should attach importance to the effective integration of structural system.
