欧债国家社会养老保险体系可持续性危机及其对中国的警示

摘　　要：在人口老龄化、经济增长乏力背景下,一些欧洲国家社会养老保险陷入财政性危机、功能性危机及制度性危机等多重危机。而中国面对未富先老的经济社会格局,需要借鉴欧洲经验和教训,坚持生产型社会养老保险制度,加快全国统筹和城乡一体化建设,推进社会养老保险制度与功能体系的可持续发展,并建立养老金缴费与待遇的自动调整机制和政府监管、投资机构运营的养老金投资模式,推动社会养老保险财政体系的可持续发展。With the population aging,and the weak economic growth,social pension insurance systems in some European countries are in multiple crises,such as financial crisis,functional crisis and system crisis,which provides China who is facing with the aging-before-getting-rich society with the experience and lessons.Only by sticking to the production type of social endowment insurance system,speeding up the national co-ordination and urban-rural integration,promoting the sustainable development of the social pension insurance system and function system,and establishing the automatic adjustment of the pension payment and treatment as well as the pension investment pattern with the government regulation and investment institution operation,can the fiscal system of the social pension insurance in China develop sustainably.
