宝鸡市县区健康教育机构资源配置及服务能力分析

摘　　要：目的了解宝鸡市县级健康教育机构资源配置及服务能力现状。方法对宝鸡市2009年度县区健康教育机构填报的《健康教育所(中心)基本情况调查表》和《健康教育所(中心)业务工作调查表(卫统46表)》的相关数据作统计分析。结果健康教育机构主要以疾控中心健康教育科的形式存在,12个区、县健康教育机构共有工作人员28人,公共卫生专业占21.43%;学历以大专为主,占50.00%;职称以初级为主,占57.14%;从事健康教育工作不足5年的占57.14%;接受上级及项目培训人员占39.29%。服务的形式以开展咨询活动、举办健康知识讲座、发放宣传资料等为主。结论健全各级健康教育机构,理顺管理体系;国家应尽快出台县级健康教育机构人财物配置标准,加大对基层工作人员的培训力度,以不断提升基层健康教育机构的服务能力。Objective To learn the current situation of resource allocation and service capacity in Baoji city health services and educational institutions. Methods Statistical analysis was conducted on the relevant data of Table of Health Education (Center) Survey and Questionnaire of Health Education (Center) Operations (Table 46 in health system) reported by Baoji city and county health education institutions in 2009. Results Health education institutions exist mainly in the form of CDC health education section. Health education institutions in 12 counties have 28 staff members, 21.43% of whom are public health professionals and 50% have obtained degrees in college. Most of them have the title of a primary technical post, accounting for 57.14%. 57.14% have engaged in health education for no more than 5 years. 39.29% have received the higher level training programs in order to carry out consultation in the form of organizing health knowledge seminars for publicity control factors. Conclusion It is recommended that health institutions be well-organized and the management system be improved. Our county should issue as soon as possible national standards of human & material resource allocation in county-level educational institutions, strengthen staff training on grass-roots, and constantly improve health service capacity of educational institutions in counties.
