摘　　要：目的了解安徽省全球基金艾滋病项目中省县两级多部门合作项目工作开展情况,及时归纳和总结多部门合作项目经验,为后期规范开展项目合作提供依据。方法采用普查方式,利用自行设计的问卷,通过查阅项目档案资料与电话访谈项目负责人相结合的方式,对每个多部门合作项目逐个填写一份问卷。结果共调查多部门合作项目475个,其中,省级57个(12.0%)、县级418个(88.0%);政府部门266个(56.0%),非政府部门209个(44.0%)。省级项目中政府部门参与比例较县级低(22.8%比60.5%,χ2=28.96,P<0.01)。预算经费共588.6万元,占项目总经费31.3%:其中,省级合作项目占省级总经费的比例为43.1%,县级比例为25.5%(χ2=50.22,P<0.01)。项目计划总时间为53871天,已完成48926天(90.8%),现场活动时间为33895人天(62.9%)。目标人群涉所有相关人群,包括艾滋病病毒感染者/病人、暗娼、流动人口、学生和一般人群等,累计受益人数1290万人次。多部门活动形式共涉及培训、调查、干预、宣传、生产自救和关怀救助等内容,以干预活动为主(44.47%)。干预形式包括培训、面对面宣传教育、发放宣传材料、开展座谈和演出活动、发放安全套等物品等多样形式。结论安徽省全球基金艾滋病项目地区艾滋病防治多部门合作机制运行良好,我们将针对工作中存在的具体问题,采取有效措施,进一步加强和规范多部门合作项目活动。Objective To identify the progress and problems of the collaborated AIDS projects run by multi-sectors supported by the Global Fund(GF) AIDS program(Round 3), to provide experiences and lessons for further collaborative projects.Methods A general investigation was carried out through reviewing project files and telephone interviewing the principle investigator(PI) with a self-designed semi-structural questionnaire administered to each multi-sector run project.Results There were 475 AIDS projects run by other sectors than health, among which 57 supported by the provincial project office(12.0%) and 418 supported by the 7 county project office(88.0%);266 run by governmental sectors(56.0%), and 209 run by non-government organizations(NGO)(44.0%).The proportion of governmental sector participation at provincial level was lower than that at the county level(22.8% vs.60.5%, χ2=28.96,P <0.01).The total budget of multi-sector projects was 5.89 million RMB, which accounted for 31.3% of the total budget.The proportion of multi-sectoral budget was 43.1% at the provincial level and 25.5% at the county level(χ2=50.22,P <0.01).The total duration was 53 871 person-days, among which 33 895 person-days were in the field(62.9%).The target population groups included the people living with HIV/AIDS, commercial sex workers, mobile population, students and general population.The project activities included training, investigation, intervention, propaganda, self-relieving activities, care, support, etc.Conclusion The multi-sector participation in AIDS prevention and control was well performed in GF AIDS project areas in Anhui.We will apply the experiences and lessons in the future to strengthen multi-sector participation.
