摘　　要：现代市场经济既不是洪水猛兽,也不是驯服的羔羊。这意味着在我国市场经济不仅需要充分发展,还需要有效驾驭。如何驾驭市场经济,既不是靠哪个人,也不是靠哪个机构,而是靠制度和秩序。研究制度和秩序要考虑到我国目前所处的经济转型阶段的特点。现阶段的市场秩序涉及两方面问题:一是针对现阶段由于经济转型没有到位,以及各个方面制度不完善所产生的市场秩序混乱问题,研究整顿和规范市场秩序的规则和制度安排。二是依据经济转型目标,研究市场制度建设的各个方面,自觉地建立起有效的驾驭市场经济的制度和秩序。We should not only develop our market economy but also control the market economy,It is not controlled by some person,nor some organization but by institution and order.To make suitable institution and order,we should have a full understanding about the characteristic of transition economy.In the present,there are two questions that are related.Firstly,we should get to know how to set market order for transitional periods when every market institution is not perfect.Secondly,we should set up a series of mar- ket order and institution to control our market economy,according to the goals of economy transition.
