摘　　要：知识溢出和技术进步对区域创新系统具有重要影响。滨海新区区域创新政策须以知识溢出与技术进步两个方面为重点,营造良好的集群文化环境、搭建知识沟通平台以及抑制知识溢出的负面效应,进而推动区域创新和经济建设的发展。The knowledge spillover and technological progress play a significant role on the regional innovation system.The regional innovation policy in Binhai New Area should emphasize the knowledge spillover and technological progress,make the good culture environment,established the bridge for communication,control the negative effect of knowledge spillover,in order to promote the development of regional innovation as well as regional economy.
