摘　　要：城市经济发展应建立在人民生命健康和安全保障的基础上,这是和谐发展、科学发展的必然要求。近几年来,一些大中城市以建设安全保障型城市为目标,开展了贯彻落实"安全发展"理念、创新安全生产工作模式的有益探索。主要针对安全保障型城市的内涵建设、基于多智能体技术的城市运行安全系统建模方法、基于领域维度和影响维度构建的安全保障型城市评价指标体系等进行了初步探索,进一步综合应用致灾因子、承受能力、防控管理、后果状态等具体指标对城市的安全保障能力进行了评估。这一研究结果对建设安全保障型城市,科学评价城市安全保障状态具有重要意义。Constructing the safety and security city is another innovation of safety control in the last three years .It needs comprehensive and systematic effort to construct the safety and security city .There are a number of large and medium-sized cities which have carried out the plan .In this paper ,a preliminary exploration for the meaning and contents of the safety and security city , urban safety planning method , and the index system of safety and security city was conducted , and the composition of the index system of safety and security of urban safety plan and the main index calculation method was focused . The results had the important significance to the construction of safety and security city ,scientific evaluation of city security state .
