摘  要:交通是城市的4大功能之一,是建设资源节约型和环境友好型社会的重要领域。分析了城市交通系统与资源和环境的关系,指出了土地和能源是城市交通所消耗的关键资源,而城市交通对环境所施加的影响主要在于污染性尾气的排放、碳排放和交通噪声。文章将交通本身的功能、资源节约和环境友好三方面来综合进行评价,确立了系统目标,选择了适合的指标,并采用模糊综合评价法构建了评价体系。指标体系和评价方法被应用于作为全国资源节约型和环境友好型社会建设综合配套改革试验区之一的长沙,对其现状和综合交通规划方案进行评价和比较,认为规划方案达到了资源节约和环境友好的要求。Transport is one of the four functions of a city,and it is the main domain of building a resource-saving and environment-friendly society.In this paper,the relationship among urban transport,resources and environment are analyzed respectively.It is pointed out that the most important resource in urban transport is land and energy,while the major kinds of impact that urban transport imposes on environment are exhaust emission,CO2emission,and traffic noise.Three aspects of urban transport are evaluated,which are the function,resource-saving and environment-friendly.Then,the goal of the system is established,and the proper indicators are selected.Furthermore,the fuzzy comprehensive evaluation method is used to build an evaluation system.The indicator system and evaluation method are applied to Changsha City,which is one of the special economic zones of the resource-saving and environment-friendly society.The current state of Changsha and the planning of urban transport are evaluated and compared.The scheme of urban transport is proved to meet the requirements.
