统筹国内外钾盐资源扭转我国钾肥供需态势

摘　　要：我国钾盐资源紧缺,钾盐已经成为关系国家利益及粮食安全,关系矿产资源安全的重要矿种。近年来国际钾肥价格日趋垄断,为力避钾盐重蹈"铁矿石"的覆辙,我们应该两条腿走路,国内外资源并重。通过对我国与国外钾盐资源现状的对比分析,提出利用"两个市场,两种资源",实施"走出去"战略,统一规划,统筹部署,加快整合,尽早形成我国钾盐全球配置体系和安全供应长效机制,从而在钾盐保障方面争取主动,提升我国在国际钾盐领域的话语权和钾肥市场的定价权,促使国际钾肥价格处于稳定通道。Sylvite resourses are lacking in China.Sylvite has become the mineral which is important to the interests of the state and food security,and it also has threatened the secruity of mineral resources.Inrecent years,the price of international potash price is monopolistic gradually.To avoid the repetition of the ' iron ore' mistakes,we should choose both domestic and overseas resources.By analyzing the present situation of sylvite resources in China and abroad,this paper proposes to use the ' two markets and two kinds of resources', to implement the strategy of ' going out',to make a unified planning,to make deployment as a whole,speed up the integration, and to form sylvite allocation system and a safety supply global long-term mechanism as early as possible,so as to be active in protecting sylvite resources,to promote the right to speak in the field of international potassium and the right to determine the price of potassium,and to put the price of international potash in a stable channel.
