采煤损毁土地之整治成本与煤炭资源定价

摘　　要：现行的煤炭资源定价仅仅考虑了煤炭开采、洗选、运输等生产环节,没有考虑煤炭资源的开采所带来的环境破坏和可耗竭资源的减少。本文分析了采煤损毁土地整治的特殊性,提出煤炭资源的开发应从可持续利用的资源定价,即包括内部成本、外部成本和使用者成本三部分来建构,并从资源有效利用的角度建立了具有良好秩序的煤炭行业配置模式。论文依据这些理论和原则,对中国的煤炭大省山西省已经试行征收的煤炭可持续发展基金和煤矿转产发展资金等进行了分析,发现了其中的合理成分和不足。论文认为为了实现对采煤损毁土地的整治,建立土地复垦保证金制度是必要的,同时应建立煤炭资源补偿金制度,收取合理的、具有级差性的补偿金。The current pricing strategy of coal resource only considers the costs of coal mining,washing,transportation and other production processes,ignoring the environment damage by coal mining and the depletion of exhaustible resources.This paper analyzes the specificity of the reclamation of damage land by mining coal,argues that the development of coal resource should apply a sustainable pricing strategy constructed by internal costs,external costs and user cost.An allocation model with good order in coal industry was established from the perspective of effective utilization of resources.According to these theories and principles,we explore the coal sustainable development fund and the development fund for industry transformation of colliery which have been levied in Shanxi province,and discuss their merits and demerits.It is deemed that in order to achieve the reclamation of land destroyed by coal mining,it is necessary to establish the land reclamation bond system,as well as the compensation system of coal resource for levying reasonable and differential compensation.
