摘　　要：文章首先分析了我国2007年面临的碳排放形势,继而从能源消费结构和资源禀赋两个层面分析研究了我国高碳排放的资源硬约束,对中国的能源消费结构进行了国际比较研究,从深层次的能源资源硬约束分析研究了中国高碳排放的根本原因,最后分析研究了中美两国在大致相同的能源消费结构下的碳排放情景对比。通过研究,本文认为中国必须在充分利用现有能源资源的基础上,积极通过能源结构调整、替代能源研发、节能减排技术研发等多种途径来逐步解决高碳排放问题;积极践行碳减排,承担与能源资源禀赋相适应的碳减排责任。With the increasing emission of carbon dioxide in recent years in China,some western countries begin to blame China for carbon dioxide emission reduction.In order to clarify the present difficulties of China in carbon dioxide emission,this paper takes an international comparison study with the view from the endowment of resources.Firstly,it analyzes the situation of China in carbon emission. Secondly,it studies the resource constraints of China' s high carbon emission from energy consumption structure and the endowment of resources.It analyzes the energy consumption structure in China which consists of coal mainly,and it also compares chinas energy consumption structure with other main energy consumption countries in the world,then it holds that the deep and essential cause of China' s high carbon emission is energy resource constraints.In the end,it compares the U.S.with China in carbon emission in the same scene of energy consumption structure.According to the study,we hold that the problem of high carbon emission in China can not be solved in a short period in spite of our current austere carbon emission situation,because it is decided by China's energy resource endowment.We need a long-term to solve this problem step by step,and China must take full use of existing energy resources,in the meanwhile we must try to solve the high carbon emission problem through multiple approaches,such as restructuring and alternative energy, energy reduction technology research etc.China will take the responsibility of carbon emission reduction actively on the basis of our resource endowment,and we should take the right responsibility which matches with our energy resource endowment,because China's development is strict with the energy resource endowment.
