中国再生资源产业发展政策目标与手段探讨

摘　　要：本文从国家物质流分析模型出发,强调再生资源产业发展在提高自然资源生产率和资源循环利用率,降低环境负荷等方面的重要作用,进而提出我国再生资源产业发展的宏观目标与产业目标。根据实际调研和文献调查,提炼出再生资源产业的利益相关者应该采取的正确行动,指出应该运用经济、规制和教育3种主要手段及其组合来激励和约束各利益相关者做"正确的事情"。Based on national material flow analysis model,this article emphasizes the important roles of renewable resource industrial development in improving the productivity of natural resources and resource recycling,reducing environmental impact and other aspects, raises the macro and industrial objectives of renewable resource industrial development,extracts the correct actions that should be taken by the stakeholders of renewable resource industry according to the actual research and literature survey,and points out the three primary policy approaches(Economics,Regulatory and Education)and their mix so as to inspire and constrain stakeholders to do the 'Right things'.
