崇明生态岛建设的生态环境指标体系研究

摘　　要：《崇明三岛总体规划》2005年正式出台,明确要将崇明建设成为环境和谐优美、资源集约利用、经济社会协调发展的现代化生态岛区。2009年底,通往崇明的长江隧桥建成通车,加速推动岛域社会经济发展,同时也给生态环境带来不可估量的压力。本文基于崇明岛域生态环境特征,运用P-S-R模型理论,构建了一套20个指标的崇明生态岛生态环境指标体系,包括三个方面:资源环境压力、生态环境质量和环境调控管理,并分析计算各指标2007年本底值。在此基础上,根据相关规划、标准和国内外类似先进区域的发展目标,确定近期2012年目标值。最后,分析指标现阶段存在差距,提出积极推进崇明生态岛建设的生态环境保护建议,为政府决策提供依据。The Master Plan for Development of Chongming Three Islands(2005-2020) definitely aimed to build Chongming to be a modern eco-island,whose environment is beautiful and harmonious,resource-utilization is intensive and economical,and the development of society and economy is coordinated and balanced.By the end of 2009,the Yangtze River-Crossing Bridge from Pudong to Chongming was completed and opened to traffic.The bridge will accelerate the socio-economic development of Chongming island;however,it also brings inestimable pressure on ecological environment of the area.Based on the ecological environmental traits of Chongming island,the theory of P-S-R Model was used to build ecological environmental index system,which contains 20 indexes and composes of three aspects:pressure,quality and management of resource-environment.According to ecological environment of the area,the paper analyzes each indicator's background value of 2007.According to the relative plannings,standards and the progress target of similar advanced areas at home and abroad,target value of 2012 year was ascertained.Finally,the gap was analyzed from the current goal to goal of 2012 year,and suggestions were made on actively promoting the ecological environment construction to provide a basis for government decision-making.
