广西北部湾经济区构建低碳城市的思考与建议

摘　　要：2008年2月《广西北部湾经济区发展规划》获国务院批准正式实施。北部湾经济区开放开发正式纳入国家发展战略,并将建设成为重要国际区域经济合作区,成为我国沿海经济增长的新一级。而低碳经济日益成为国内外的关注热点,低碳城市也应运而生。本文首先阐述了低碳城市的理论内涵和实现途径,回顾并总结了到目前为止国内外关于低碳城市构建的现状与实例。在此基础上,结合笔者在北部湾经济区的实地调研和与相关政府管理人员的座谈资料,认真分析了该地区在构建低碳城市方面的优势,提出了在广西北部湾经济区构建低碳城市的若干建议。认为北部湾经济区应该在建筑节能(包括政府办公建筑和大型公共建筑节能监管体系、可再生能源与建筑的集成一体化应用)、发展低碳能源(包括太阳能、风能、生物质能、核能等领域)、应用循环经济、清洁生产、生态学原理和区域能源规划方法打造生态工业园区和扩大碳汇四个方面迈出构建低碳城市的重要一步。Economic cooperation zone will become a new step to China's coastal economic growth.The low-carbon economy has increasingly been the hot spot concerned by scholars,so low-carbon cities come into being.This paper begins by describing the theory of low-carbon city and its achievement way,the status and examples of low-carbon city constructions at home and abroad were reviewed and summarized.On this basis,combined with the authors' field research on the Beibu Gulf Economic Zone and information from the relevant government personnel discussion,the authors carefully analyzes the region's advantages to build a low-carbon city,raised a number of recommendations to build low-carbon city in the Beibu Gulf Economic Zone in Guangxi.The authors considered that Beibu Gulf Economic Zone should take an important step in building low-carbon city as follow four aspects:construction energy saving,developing low-carbon energy,constructing ecological industrial zone,and enlargy carbon sinks through city forest construction.
