摘　　要：本文在一般区县考核指标体系和区县创新机理分析的基础上,结合实际构造了区县创新能力评价指标体系,并基于因子分析法的多指标降维思想,构造评价模型,以天津市18个区县为例进行案例分析,以期对我市区县创新能力作出综合评价,找出影响区县创新的主要因素,为政府进行区县创新宏观调控、资源优化配置及发展战略的制定提供参考依据。Based on the analysis of inspection target system and innovation mechanism in general district and county of China, combined with practice,an innovation ability appraisal target system in district and county is built,and by using factor analytic method based multi - objectives thinking,the appraisal model is constructed.The case analysis is carried on by taking the Tianjin 18 district and counties as the example,in order to make the quality synthetic evaluation by the time for urban district and county innovation ability,discover the primary factor affecting the innovation ability,provide the reference for the government to carry on innovation macroeconomic regulation and control,optimize resource disposition,and formulate the developmental strategy for these district and connty.
