摘　　要：分析了制约老农保制度发展的因素,提出应强化政府责任,完善新型农保制度,并指出完善人民代表大会制度是新型农保制度的政治保障。This article analyzed the reasons why the peasants' provision for the aged can not be developed.According to the analyses,we should reinforce the government's duties,so that the new systems can be made and perfected.Furthermore,it's the political guarantee to promote the National People's Congress system for the new peasants' provision for the aged.
