论当前中国地方政府职能转变的趋向

摘　　要：政府职能是由各级政府共同完成的。不同层级政府，由于能力不同，能承担的职能也不同。中国经济体制变革和采用市场经济体系，影响省级以下地方政府在经济事务方面的能力。未来中国省级以下地方政府的经济职能将会逐级逐渐减弱，对当地事务的管理将成为其主要职责。地方政府对社会事务的管理和提供所需的公共服务，为当地社会经济的可持续发展，创造良好的环境和条件。The governmental functions are to be fulfilled by governments at different levels in cooperation. Governments of different levels,due to their varied power and capacities,are expected to exercise different functions. China's current economic reform and transformation to the market economy would certainly affect the capabilities of those governments below the provincial level in handling economic affairs. Their econrmic functions will gradually be diminished in the future,while,on the other hand, the administration of local affairs will grow to be their primary responsibilities. The administration of social affairs and public services provided by local governments create sound environment for the sustainable development of the local social economy.
