中国可持续旅游的资源环境政策思考

摘　　要：旅游资源与环境是实现可持续旅游的基础。但中国实现可持续旅游面临着资源衰减和生态环境恶化的巨大障碍。政策失误和市场失效所导致的不合理的旅游开发及其他社会经济活动是造成这种障碍的主要因素之一。因此有必要建立一套既能“源头控制”又能“末端治理”的防治结合的...Abstract China's sustainable tourism is confronting a host of problems concerning resource environment,such as the decline of water resources and serious pollution,soil erosion in the tourist areas,atmospheric pollution the decline of biological tourist resources as well as pollution by solid waste materials.The source of China's problems concerning resource environment lies in:1.Policy fault:The factor of resource environment has not been taken into account when formulating the policy of tourism industry and related trades;that is,lacking comprehensive policy decision;2.Market inefficacy:external economic effect cannot be reflected in the cost and price in the market,thus reducing the efficiency and profit.The article holds that the policy orientation of the resource environment in China's sustainable tourism should be towards the following aspects:implementing the comprehensive policy decision of tourism economy and resource environment;building the asset managerial system of tourism resources and the rational mechanism of tourist tariff;drawing up the policy of external cost economy;encouraging public involvement and carrying out the green accounting of sustainable tourism.
