摘　　要：According to the memorial to the throne about locust control several time in Qing dynasty, the state organizing and social mobilization in locust control in North China is researched in this article. Management in super bureaucracy related to the supervising of emperor and responsibility to stadholder, it has strict message collecting and reporting system with strict obligation system. In skeleton country I social mobilization is realized by the head of country going to the country.
