摘　　要：论述了监理和监理单位的市场属性．提出监理单位进行监理的职责由合同确定，监理单位正确开展工作的基础是明确监理单位代理人的地位和摆正监理单位的法律地位．最后论述了如何理解监理单位的公正性。Based on the conception and practice of construction supervision, this Paper expounds the market nature of the supervising organization. The duties of construction supervision should be determined by the contract. The supervising organlzation is an agent of the owner. hased on these ideas, the supervising organization can finds its correct position. This paper studies the justice of supervising organization.
