摘　　要：当前国有银行不良资产过多和国有企业过度负债的债权债务问题，已成为经济体制改革和经济运行的突出矛盾。造成这种状况的原因是多方面的，是经济体制和经济运行中诸多因素相互作用的结果。为此，必须尽快实施债务重组，其思路和措施，主要是通过调整国民收入分配格局，建立新的融资机制，增加债务重组的财力和资金，多渠道，多形式分类注入资金。同时深化企业和银行改革。Abstract At present,the fact that the government-owned banks possess too much inefficient capital and the government owned enterprises are deep in debt has become a main contradition in the reform of economic mechanism as well as in economic development.Hence,we must practise the debt recombination mainly through the adjustment of the distribution of the national income,the establishment of financial leasing system,and the investment in different ways and means.At the same time,the reformation of the government-owned banks must be deepened so as to avoid the growth of inefficient capital.
