摘  要:人们往往把邮电业的服务与一般企业的服务相提并论,并引用消费者权益保护法作为自己索赔或诉讼的法律依据。但邮电业是一种公用企业,它与向消费者提供商品或服务的一般企业性质不同,它受到国家法律与政策的特别保护,它的责任范围受到严格的限制,它成了消费者权益保护法适用的例外,这是社会公共政策的需要。The service of post and telecommunications and that offered by common enterprises are often mentioned in the same breath. Paople regard the consumer-protecting rules as the legal basis to extort an indemnity or to start legal proceedings. But, as weknow, post and telecommunications is one of public utilities, which is specially protected by the national law and its corresponding policies. It is different from others tha supply goods and offer various services to consumers.Again, its range of responsibility is strictly limited; therefore, it's an exception that is not covered by the consumer-protecting rules, which we think, is necessary when we carry out social public policies.
