体制变迁、农业增长与农工关系变化

摘　　要：中国农村制度变迁的内在原因是传统的“倾斜战略”所导致的农业劳动效率的极度低下以及农业和农村经济的增长危机。从１９７８——１９９８年中国农村制度变迁的历史进程来看，农业是国民经济的基础，忽视农业不仅农业发展滞后，工业也无法支撑，整个国民经济的发展也将失去平衡；相反，重视农业，促进工农业协调发展，整个国民经济也将处于良性运行之中。This paper considered that internal causes lead to the changing of chinese rural system lie in the increasing crisis of agriculture and rural economy and the low agricultural productivity resulted from the “inclined strategy”.From the historic process of changing of chinese rural system from 1978 to 1998,we will find that agriculture is the foundation of national economy if attention is payed to agriculture,agriculture and industy can both develop harmoniously,and the national economy will move in a fine circle.
