摘　　要：今年５月，欧盟首脑会议决定德国、法国、意大利、比利时、荷兰、卢森堡等１１国，为明年１月１日正式实行单一货币欧元的欧洲经济货币联盟的首批成员国。这是欧洲一体化进程中具有里程碑意义的大事件。经货联盟的建立标志着欧洲一体化进程进入了一个更加难以逆转的阶段。...Abstract After the launching of the Euro, Europe's political integration will probably be beefed up. First, the start of the EMU has laid a solid foundation for accelerating political integration and on the other hand, political integration is required to strengthen coordination and cooperation on economic policy within the EU. Second, the EU member states are deliberating a plan for political integration after the launching of the Euro and have actually already made certain efforts in forming common diplomatic and security policies. However, there are still some negative factors. One is pressure from the EU itself. Competitions among EU members might be intensified and the conflicts of interests will, of course, incur divergence of views; All the EU's rules are formulated in accordance with the strong currency policy, which will impose a heavy burden on countries with weak currency policy; Senior leaders who once made significant contributions to European integration are leaving the political scene in succession; To expand the scope of integration embracing countries with different political, economic and historical backgrounds will undoubtedly make the course more difficult; European defense still has to depend on the United States. The other is pressure from the United States. The U.S. would provide support only when its own interests are being served. European integration will soon enter into an irreversible period and will be met with more severe challenges and tests, therefore, the integration course, vacillating between federation and confederation, will not be a smooth sail.
