The general characteristics of these countries were that the colonial form of government was largely taken over in peace as an heritage by the active political forces within each country, in other words, the administrative institutions of the colonial government were totally handed down intact, with the legislative, judicial and other modern institutions indiscriminately immitating the West, and a British type of multiparty parliamentary cabinet system or a French type of multiparty presidential system was hastily set up. However,the golden era for multiparty democracy soon came to an end in Africa after the mid 1960s. There are many reasons for its failure. Among others, one important reason was the weakness of the African civil society so that the African national bourgeoisie did not have the capacity both in terms of quantity and quality to shoulder the heavy responsibility of implementing the representative system of democracy.
