摘　　要：苏联的农业管理体制和计划方法，以部门为基础，各自为政，经济利益与农业生产无直接联系。为此。In 1982, the Soviet Union has carried out reforms in the existing agricultural administration systems. In these reforms, the Soviet Union established 'Committee On Integrated Affairs in Agriculture and Industry' at both central and republic levels and 'Agriculture Industry Combined Corperation' at prefecture level for coordinating the agricultural enterprises and their related departments.In 1983, the Ministry of Agriculture, Ministry of Soil Improvement and Water Conservancy and Committee of Agricultural Technology Guarantee under each Republic Government were merged into 'Agricultural Production Committee of thc Republics.'In 1984, experimental reforms were conducted at district levels and 'Agriculture-Industry Combined Corperation' was re-organized into 'Agriculture-Industry Complex.'
