摘　　要：对美国、德国、日本的公益性科研机构的管理机制进行了探索和分析。最后提出了我国公益性科研机构管理机制改革的五条建议。This article deeply analyzes the management mechanisms of USA,Germany and Japan.Finally,five suggestions are put forward to push the reform of management mechanisms of scientific research institution for public welfare.
