摘　　要：政府社会性管制具有纠正市场失灵、维护社会公共利益、保障社会安定有序等重要功能,是和谐社会建设中一个强有力的推进器。适应构建社会主义和谐社会的要求,应确立社会性管制改革的根本取向,健全社会性管制的主体体系,综合运用命令性和激励性管制方法,实现对管制者的有效管制,从而完善我国政府的社会性管制职能。The government's social controlling has the function of correcting market failures,safeguarding public in- terests,Securing social stability and so on,is a strong propeller in harmonious society building.For satisfying build- ing harmonious society,should establish the fundamental orientation of social controlling reforming,perfect the main system of social controlling reforming,using ordering and motivating controlling method,achieve controlling regulators effectively to perfect our government's social controlling function.
