摘　　要：重庆对于解决农民工问题具有突出的试验价值。结合建设城乡统筹综合配套改革试验区的任务,建议试验三大政策创新:建立农民工素质提升的社会化体系,提升城乡土地管理的大流转体系,建立人口管理的信息化体系。这三大创新构成了解决农民工问题的战略路径,即:通过提升农民工素质促进家居城镇,以家居城镇换土地要素乡城动态流转,基于人口流动动态过程的管理创新,以要素流转促进城乡协调发展来提供养老保障。There is experimental value to solve the problems of workers from rural areas in Chongqing.Combined with the task of the comprehensive reform experiment of overall development of rual and urban areas,three policy inno- vation has been suggested:to set up social system of improving rural workers quality,perfect the circulating and shifting system of rural land,and innovate information administrative system of population.These are the strategic route of solving rural worker's problems.
